Host tracks and prize tournaments

I just rolled out a change to the game that will stop players that are host tracks from being able to enter/vote in prize tournaments that are run on their track. Just seems fair that the host should not able to win one-off prizes.

This does NOT limit hosts from being able to win the overall season prize that is based on points from the entire season.

If you're a track host, I'll let you know if I'm looking to schedule a prize tournament during your weekend and if you'd rather not host such a tournament you can pass and I'll schedule the prize for a different weekend.
