New rookie achievement, other Season 12 unlocks

You'll notice a new "Rising Star" achievement on the boards. This is not an in-game achievement as it is awarded to the the new sign-up with the most points and the end of each season. At the end of the season I'll lookup the player that signed up since the previous season and has the most points, they'll get the award and credits.

Doesn't really apply much to y'all that have been playing a while but there you go.

I added a couple other new unlocks including one if you increase points over 3 races and if you win by entering a donated car. Nothing fancy but some new plates for those of you that have unlocked the rest. Good luck!
