Rules and regs, what is NPA?

As I slowly increase the mods I do to cars I need to understand a few things to not break any rules.
What does this mean? Retail axles and wheels only. FTE/NPA axles allowed.
versus this? Any axles and wheels allowed.
Is there a rules section where some of this is covered? I've heard of FTE but not NPA.

To answer this, some people (if the rules allow it) like to make their own custom axels. Npa axels, or nickleplated axels, are generally way better than regular axels as they give cars more speed, this is what makes FTE's, well, FTE's.
